H/2040 is the comprehensive master plan for the city of Holon, directing the long-term development of the city. The masterplan guides how the city will grow and develop over the next 20 years.
In June 2023, the deposition of the plan was approved, under conditions, by the district planning commission - two and a half years from the date of its initiation.
The plan was promoted in the Accelerated Planning and Development Department at Holon municipality together with the firm Gutman Assif Architects and a team of multidisciplinary consultants.
Main Goal
Creating a masterplan that will ensure the development of Holon, as a leading city in Israel that provides high quality life for its current and future residents.
The masterplan sets a minimum target of 270,000 residents and 135,000 employees, and a maximum capacity of 400,000 residents and 200,000 employees throughout the city.
The masterplan aspires to create an independent, diverse, and flexible planning system with the ability to respond effectively to changes. The masterplan is being done by using a new approach – a “Simple, Flexible and Unique” masterplan is essential for creating an effective and durable planning system over time.
A Multi-Focal Network City
The comprehensive master plan outlines the image of the city for 2040 and outlines the planning policy, according to which Holon will develop as a multi-focal network city.
The fundamental planning principle of the plan is to intensify construction along the major public transport system axes (metro and light rail), while preserving Holon's urban character in its residential neighborhoods.
In order to do so, the plan draws new urban structure for the city: a multi-focal network city based on the newly shaped metropolitan transport system. The network produces a clear and dense street grid and high-intensity mixed-use urban nodes at its intersections, intensifying the connections between the city and its surroundings. This while keeping the unique characteristics of the city of Holon.
The planning scheme creates urban nodes throughout the city, along the city grid, local and metropolitan, which will provide service to residents of the city and its visitors.
These nodes consist of high intensity development including a mix of uses such as: employment, commerce, public services and housing.
The dispersion and multiplicity of the urban nodes along the city grid function as a key to urban resilience - ensuring diversity and the ability to respond quickly and effectively to the expected and unexpected changes in the city.
What is a Comprehensive Master Plan and why is it Necessary?
> The plan addresses all subjects related to life in the city and the development of the city: land use, housing, economic development, transport, employment, community, environment and more.
> The plan ensures the compatibility between population growth and the development of infrastructure needed to support the city growth.
> The plan reduces planning uncertainty - the city's residents are aware of the possibilities of planning and building in the city.
> With the approval of the plan, the municipality of Holon will be granted more planning authorities.
Creating a New Standard for Quality of Life in the City
> A city that ensures enhanced public services, employment and commerce, public transportation, green spaces, new and economical infrastructures.
> A city that brings together residents and builds a community.
> A city where community life and culture are rich and diverse.
> A city that provides jobs for its residents.
> A growing and developing city, yet maintaining a balance between various needs.
> A city that preserves the character of its neighborhoods and its green spaces. The city's heritage and its uniqueness in the center of the country, will be kept and passed on to future generations in order to preserve the city's identity.
